Primero contestaré brevemente al último mensaje de Mondialiste. El análisis sobre las demandas transitorias, aparte de basarse en un silogismo simplista, muestra una concepción del proceso histórico y de cómo se desarrolla la lucha de clases que nos retrotraería a épocas previas al desarrollo del Materialismo Histórico. No obstante, si la cuestión estriba en debatir las relaciones entre reforma y revolución, o entre las posiciones del Movimiento Socialista Mundial y el Luxemburguismo, podríamos hacerlo como se está haciendo en la sección en castellano del Foro, abriendolo a otras lenguas.
First I will answer briefly the last message of Mondialiste. The analysis on the transitory demands, apart from be based on a simplistic syllogism, shows a conception of the historical process and of how develops the struggle of classes take place that would carry us back to epochs before to the development of the Historical Materialism. Nevertheless, if the question is to debate the relations between reform and revolution, or between the positions of the Socialist World Movement and the Luxemburgism, we might do it as it is doing in the section in Spanish of the Forum, opening it for other languages.

hay que plantear lo que queremos y sabemos perfectamente viable aquí y ahora … nos tiene que dar lo mismo si los gobiernos lo admiten o no. Si lo admiten, que lo hagan. Si no lo admiten, lo haremos los proletarios. En eso consiste la lucha de masas.
it is necessary to raise what we want and know perfectly viably here and now … it should make no difference to us if the governments admit it or not. If they admit it, that they do it. If they do not admit it, we, the proletarians, will do it. That is the mass struggle.
Volviendo al tema central del debate, la cuestión de las migraciones, creo que no podemos perder de vista:
Returning to the central thread of the debate, the question of the migrations, I believe that we cannot lose sight of:
• Las diversas medidas que se están tomando en la Unión Europea (y en otros lugares) están íntimamente relacionadas: “persecución” y criminalización de los inmigrantes; desregulación de las relaciones laborales (con el aumento del horario laboral como punta de lanza); deslocalizaciones industriales; aumento del paro y la precariedad; privatización y mercantilización de todos los servicios públicos (y la directiva Bolkestein); aumento de los precios de los productos básicos;… Y todas ellas están vinculadas a la propia crisis del sistema capitalista.
• The diverse measures that are taking in the European Union (and in other places) are intimately related: “ persecution “ and criminalization of the immigrants; deregulation of the labor relations (with the increase of the working hours as spearhead); industrialis deslocalizations; increase of the unemployment and the precarious employment; privatization and mercantilization of all the public services (and the directive Bolkestein); increase of the prices of the basic products; … And all of them are linked to the own crisis of the capitalist system.
• Al sistema capitalista y sus gobiernos lacayos les interesa que los proletarios estemos desunidos y también que no veamos la relación que existe entre los diversos fenómenos. Por eso siempre debemos destacar esa relación.
• To the capitalist system and his footmen governments they are interested in that the proletarians we are splited and also that we do not see the relation that exists between the diverse phenomena. That's why we must always emphasize this relation.
• En la denuncia de las políticas xenófobas (y racistas) de la Unión Europea (y de USA) están teniendo gran importancia los argumentos histórico-morales. Tanto los que plantean cómo los europeos emigraban en el pasado como los que se basan en la miseria a la que los países de la Unión Europea y USA someten a los países de origen de los actuales migrantes. Esos argumentos son ciertos y justos, pero, si la lucha se queda sólo en ellos, será difícil avanzar en un proceso de lucha unitaria de todos los proletarios (inmigrantes y ciudadanos) contra el sistema.
• In the denunciation of the xenophobic (and racists) politics of the European Union (and of USA) they are having big importance the historical and moral arguments. So much those who raise how the Europeans were emigrating in the past as those who base on the misery to which the countries of the European Union and USA submit to the fatherlands of the current inmigrants. These arguments are true and just, but, if the struggle remains only in them, it will be difficult to advance in a process of unitary struggle of all the proletarians (immigrants and citizens) against the system.
Teniendo en cuenta esos tres puntos, creo que una campaña sobre migraciones que pretenda conectar a la inmensa mayoría de los proletarios en un proceso de huelga de masas (un proceso que será el único que pueda plantear y realizar el objetivo revolucionario), debe plantear y unir, como mínimo, las siguientes reivindicaciones (muchas de las cuales llevan años siendo planteadas, en la teoría y en las luchas concretas, por muchos):
Bearing in mind these three points, I believe that a campaign on migrations that it should try to connect to the immense majority of the proletarians in a process of mass strike (a process that will be the only one that it could raise and realize the revolutionary aim), must raise and join, as minimum, the following claims (many of which take years being raised, in the theory and in the concrete struggles, by many):
• Iguales derechos para todos, como garantía frente al uso de la discriminación de los inmigrantes como mecanismo para aumentar la explotación laboral de todos. Regularización inmediata y definitiva de todos los inmigrantes (incluyendo para ello si es necesaria la concesión de la ciudadanía).
• Equal rights for all, as guarantee opposite to the use of the discrimination of the immigrants as mechanism to increase the labor exploitation of all. Immediate and definitive regularization of all the immigrants (including for it the authorization of the citizenship if is necessary).
• Eliminación de las políticas actuales de fronteras. Todos los recursos económicos que se están dedicando al control de las fronteras deben destinarse a la cooperación internacional.
• Elimination of the current politic of frontiers. All the economic resources that are devoting themselves to the control of the frontiers must be destined to the international cooperation.
• Derogación de la normativa sobre las 65 horas. Reducción de la jornada laboral sin reducción de salarios y sin destrucción de empleos. Debemos recuperar el objetivo, al menos, de las 35 horas semanales.
• Abolition of the regulation on 65 hours. Reduction of the working day without reduction of wages and without destruction of employments. We must recover the aim, at least, of 35 weekly hours.
• Derogación de la directiva Bolkestein y cese de las privatizaciones de los servicios públicos. En lugar de “igualar por abajo” debe conseguirse la “igualdad por arriba” en condiciones de trabajo y en calidad de los servicios. Y los trabajadores públicos deben entrar en la gestión directa de sus centros de trabajo, luchando contra el burocratismo estatalista.
• Abolition of the Bolkestein directive and cessation of the privatizations of the public services. Instead of “being equal for below” it must become possible the “equality at the top” in conditions of work and in the quality of services. And the public workers must enter the direct management of their centers of work, fighting against the state burocratism.
• Cese inmediato de las subvenciones a empresas. Ese dinero debe destinarse a la creación de empleos públicos, especialmente en los servicios públicos y en aquellos sectores que en cada lugar en concreto se necesiten (vivienda, infraestructuras,…).
• Immediate cessation of the subsidies to companies. This money must be destined to the creation of public employments, especially in the public services and in those sectors that in every place in particular are needed (housing, infrastructures,…).
• Prohibición de cierres empresariales, de despidos y regulaciones de empleo. En esos casos sí debe ser un mecanismo la expropiación por parte de los estados, pero siempre con la intervención de los trabajadores en la gestión.
• Prohibition of lockouts, of dismissals and redundancies (regulations) of employment. In these cases the expropriation by the states yes must be a mechanism, but always with the intervention of the workers in the management.
• Cambio radical en las políticas fiscales, eliminando impuestos indirectos y aumentando los impuestos directos como forma de fiscalidad progresiva.
• Radical change in the tax politics, eliminating indirect taxes and increasing the direct taxes as form of progressive tax system.
• Intervención en los precios de todos los productos básicos. Y en especial en los que se están asimilando a una especie de impuestos indirectos.
• Intervention in the prices of all the basic products. And especially in those which are assimilating with a species of indirect taxes.
